State Sports Scholarships: Why They're Often Easier to Access Than National Schemes

The Khelo India scholarship reached 2,808 athletes across India in 2025. The TOPS scheme supports fewer than 200 elite athletes at any given time. India has more than 1.4 billion people and millions of students competing in sport at school and district level.

The gap between those two numbers (2,808 and millions) is where state sports schemes operate.

What state schemes are

Every state in India has a Department of Sports and Youth Affairs. Most run scholarship programs, cash awards and training academies specifically for athletes performing at district or state level. These programs have lower entry bars than national schemes, shorter application pipelines and more geographic specificity: a program in Haryana is specifically for athletes from Haryana.

The performance bar for most state schemes is district or state championship results. That is where the majority of serious young athletes actually are. National schemes wait until athletes are already winning at the national level; state schemes support athletes getting there.

Why national schemes get all the attention

PIB press releases announce Khelo India selection rounds. TOPS nominations get covered in sports media. State sports department announcements rarely reach national publications, and families researching their options online encounter the national schemes first. The conclusion is easy to reach: if Khelo India won’t take me, there’s nothing available.

That conclusion is wrong.

What state schemes typically offer

Across states, the support structure varies. The most common forms are:

Cash awards for competition results: Medal wins at state games, national championships, Commonwealth Games, Asian Games and the Olympics typically trigger cash awards from state governments. Amounts differ significantly by state and are revised periodically. Always verify current figures at the state sports department portal, not from third-party listings.

Monthly stipends: Some states provide monthly allowances to athletes performing at state or national level. Haryana’s Khel Nursery Yojana, for example, provides ₹1,500 to ₹2,000 per month to young athletes enrolled in registered sports nurseries (verify current amounts at haryanasports.gov.in). These amounts are smaller than Khelo India’s ₹10,000 per month but more widely available.

Residential training academies: Several states run academies that parallel what SAI STCs provide: coaching, boarding, kit and competition exposure at the state’s cost. Selection is through trials based on district or state-level performance.

Government job quota: Many states reserve employment positions in state government for athletes who have won at national or international level. For most athletes, this career provision matters more than any stipend.

The pipeline logic

Bajrang Punia, who has won multiple World Championship medals and an Olympic bronze, built his foundational wrestling skills through Haryana’s state wrestling infrastructure before entering the national circuit. That progression from state support to national recognition is the model, not the exception.

The standard path in India looks like this:

Compete at school level → place at district championships → access state training support or awards → build a consistent performance record → reach national competition level → become eligible for Khelo India or SAI STC selection

State schemes are the middle section of that path. Without them, the gap between school-level and national-level has no bridge for most athletes.

Honest limits

Not every state provides equal support. Haryana’s sports budget and athlete cash award structure is, by most measures, the most generous in India. The same level of athlete in Haryana and in a smaller northeastern state will not find the same institutional support. This is a real disparity.
