How the Khelo India Selection Process Works

There is no application form. Selection happens through the Khelo India Youth Games. Here is a step-by-step guide from state qualifying to TIDC panel assessment to scholarship notification.

There is no application form for the Khelo India scholarship. Families search for one, find nothing useful and assume they are missing something. They are not missing a form. Selection works through a completely different mechanism.

Here is how the path actually runs.


Step 1: Compete at the state level

Compete at state level: state sub-junior or junior competition in your sport, at a qualifying performance standard. Required: a valid selection certificate from your state association, not self-reporting.
Perform at Khelo India Youth Games: the selected state contingent competes at KIYG. The national selection panel observes coachability and consistency, not just the result.

The Khelo India Youth Games are a national competition. Getting there requires qualifying through your state first. Each state’s process is managed by the state association for your specific sport: athletics, wrestling, boxing, badminton, swimming, hockey and so on.

What this means in practice: your child needs to be registered with and competing in organized events under your sport’s state association. School competitions and club tournaments alone are not enough. State association events are the qualifying pathway.

The format varies by sport and changes year to year. Some sports use existing state championship results as the qualifying basis. Others hold dedicated trials. Contact your sport’s state association directly to find out what this season’s qualifying pathway looks like.

One thing worth noting: several states do not use their full allocation of slots for the Khelo India Youth Games because fewer athletes are registered with state associations than are actually competing at the club or school level. If your child is good enough, being properly registered is sometimes the only gap between competing and not competing.


Step 2: Perform at the Khelo India Youth Games

The Games happen annually, typically in the first quarter of the calendar year. The exact schedule is confirmed by SAI each year on kheloindia.gov.in.

At the Games, Talent Identification and Development Committees (TIDCs) observe athletes across disciplines. These are panels of expert coaches and sports scientists. Their job is not just to record results but to assess:

Technical quality. Technique that shows a solid foundation and coachability, not just athleticism producing results.

Physical development profile. Whether the athlete’s current physical state suggests significant improvement is ahead, given their age. A 15-year-old with early physical maturity who is already close to their ceiling looks different from one still in development.

Competitive behavior. How the athlete responds to pressure, to being behind, to a poor first performance. This is observable and the panel notes it.

Performance trajectory. A sharp improvement over the previous year matters more than a strong absolute result with a flat prior record.

After the Games, the panel conducts assessment camps for athletes they have identified as having potential. These camps involve further evaluation before the final list goes to a High Power Committee chaired by the Director General of SAI for approval.


Step 3: Notification and onboarding

Selected athletes are notified by SAI, typically within a few months of the Games concluding. The timeline varies. If selected, SAI communicates:

  • Which training center the athlete is assigned to
  • Reporting dates
  • Documentation required
  • How the scholarship components are structured

The assigned center is based on the sport and available capacity. It may not be in the athlete’s home state. Many scholars live at or near the training center during the program. This is worth thinking through as a family before the Games, not after selection.


What the panel is actually looking for: a realistic picture

The athletes selected are not always the ones who finish first. But the ones selected are consistently in the range of top performers nationally for their age group.

An under-17 athlete who finishes sixth in the 400 metres at a national competition and shows the technical and physical profile described above: realistic candidate. An athlete who wins at the district level but has not competed at a state championship: not a realistic candidate yet.

The honest benchmark is this. To be a strong candidate for Khelo India scholarship, an athlete should be among the top performers in their discipline at the national age-group level, or visibly on a trajectory toward that within one to two years.

That bar is high. For most families reading this, the practical work is building toward that level, not waiting to apply.


The documentation problem families should know about

The Print’s investigation into Khelo India documented a recurring issue with the scholarship process: athletes who performed at the required level but spent months in documentation loops, being told repeatedly that something was incomplete without receiving clear guidance on what was wrong or how to fix it.

This is not universal. But it is common enough that families should prepare documentation carefully from the start.

What typically needs to be in order:

  • Aadhaar and age proof for the athlete
  • Sport performance records from state association events
  • School enrollment or board registration
  • Bank account details (the athlete’s or family’s, depending on age)
  • Any existing state-level awards or certificates

Preparing these before the Games, not after selection, reduces the risk of getting stuck in the loop documented by The Print.
