Hockey Roadmap: The Tribal Belt, State Sponsorship and What's Available Beyond
How India's hockey pathway runs today: the Odisha-Jharkhand tribal belt and Odisha's unprecedented direct sponsorship of the national teams, Hockey India's age-group and NCOE structure, a financially unsettled Hockey India League, the NCAA route that exists for women but not men, and the full risk ladder for Indian hockey players.
Start at home Field hockey at home, one card at a time
India’s biggest hockey stories of the last decade did not come out of Punjab, hockey’s old traditional heartland. They came out of Sundargarh, a tribal district in western Odisha nicknamed the “nursery of hockey.” It has produced former national captain Dilip Tirkey, defender Lazarus Barla, brothers Prabodh and Ignace Tirkey and women’s team players like Jyoti Sunita Kullu. Odisha itself has become the single most important state government in Indian hockey: since 2018 it has sponsored both the men’s and women’s national teams directly, an unprecedented ₹150 crore commitment over five years, since extended to ten. No other Indian sport has a single state government funding the national team itself, not just its own state athletes.
Hockey is one of India’s oldest Olympic sports and, alongside wrestling and shooting, one of its most productive. Understanding where the infrastructure now sits, and where a family outside that geography can still plug in, is the starting point.
The Hockey India Domestic Pathway
Age-group structure and assessment
Hockey India runs its talent pipeline through Sub-Junior, Junior and Senior tiers. Dedicated Under-16, Under-18 and Junior national assessment camps are held twice a year, in June and November. They feed both the Hockey India Junior National Core Group and the TOPS National Centre of Excellence at SAI Bangalore. The Khelo India Youth Games includes hockey in its Under-18 category, and strong performance there is a watched entry point into these assessment camps, not a separate track from the federation’s own pipeline.
SAI centers and the modern academy system
SAI runs dedicated hockey NCOEs, most prominently at Bangalore, alongside High Performance Hockey Centres developed jointly with Hockey India across multiple zones. Trial eligibility follows the standard SAI pattern: strong performance at district, state or Khelo India Youth Games level opens the door to a formal trial. Beyond SAI itself, the Tata Trusts hockey programme has become a parallel talent pipeline. It runs in both Jharkhand and Odisha on the same three-tiered structure, training and selecting girls specifically from the Jharkhand and Odisha tribal belt into a structured development ladder.
Hockey India League: real, but financially unsettled
The Hockey India League, revived after a hiatus, offers a professional tier:
- a men’s salary cap of ₹4 crore per franchise and a women’s cap of ₹2 crore
- auction base prices of ₹2 lakh, ₹5 lakh and ₹10 lakh
- a minimum of 3 Indian juniors required per squad
- contracted players like Hardik Singh, Lalit Kumar Upadhyay and Surender Kumar alongside overseas signings
Within months of its 2025 revival, three franchises had already withdrawn and at least one champion team defaulted on player salaries, with Hockey India itself stepping in to cover dues. Treat the HIL as a valuable but currently unstable additional layer on top of the international team pathway, not yet a dependable career base on its own.
What’s Available Beyond the Tribal Belt
Punjab remains hockey’s older traditional base, with a deep club culture around Jalandhar and Sansarpur historically producing international players. Outside both Punjab and the Odisha-Jharkhand belt, the sport is open on merit: SAI’s NCOE and High Performance Centres draw talent nationally, and Hockey India’s assessment camps evaluate performance at national trials, not home state. A player from outside these traditional geographies faces an infrastructure gap at the grassroots level. Fewer clubs and less astro-turf access are the practical barrier. But the national selection system itself does not gate on geography once a player reaches state or Khelo India Youth Games level.
Academic Management
Hockey’s training schedule (typically two sessions a day once a player reaches SAI centre or state academy level) is comparable to other team-sport disciplines. It is manageable alongside regular schooling at junior levels. It is best supported by NIOS’s On-Demand exam system once residential training or a heavy national/international calendar begins overlapping with the school-exam calendar. There is no hockey-specific academic risk documented the way wrestling’s Class-10-and-stop pattern is. The general Risk Ladder principle applies here exactly as it does across every team sport in this series: Railway and Armed Forces sports-quota eligibility should not become a reason to under-invest in Class 12 and a graduation degree.
The Foreign University Pathway
Hockey’s foreign pathway has a sport-specific asymmetry. Women’s field hockey is an NCAA sport, with roughly 12 scholarship-equivalents available per Division I team. Programmes at Duke, the University of North Carolina, Syracuse and the University of Virginia, among others, are actively recruiting, drawing an increasing share of international players. Men’s field hockey is not an NCAA-sanctioned sport in the United States at all and exists only at club level. This means the standard US scholarship route this platform describes for other sports does not exist for Indian men’s hockey players in the same form. For a competitive Indian woman hockey player, a Junior National Championship or state-senior-level record is a recruitable credential for this route. For men, Europe’s professional and semi-professional club leagues (Netherlands, Germany, Belgium in particular, all hockey-strong nations) function more as the realistic pathway abroad, though this remains a club-signing route rather than a structured university scholarship system.
Risk Ladder for Hockey
Hockey Risk Ladder: Five Outcomes
Level 1
Olympic, World Cup, Asian Games or Commonwealth Games selection, the senior national team. TOPS Core Group: ₹50,000/month, plus Odisha's state sponsorship of the national programme.
Level 2
Railway, Army and other Armed Forces sports quota, with separate men's and women's hockey norms. Hockey India League: a real but financially unsettled income layer.
Level 3
Coaching (state, district, NCOE and academy roles), physical education teaching, and state association roles such as the Hockey Association of Odisha.
Level 4
Government exams (SSC CGL, banking, state PSC), on the foundation of academics kept up alongside sport.
Level 5
Sports administration and event management (Odisha's FIH World Cups created real roles), or a professional career outside sport.
Scheme details change. Verify current figures with the scheme or federation before relying on them.
Level 1: Olympic, World Cup, Asian Games and Commonwealth Games selection, the senior national team. TOPS Core Group support (₹50,000/month Out-of-Pocket Allowance plus full training and competition funding) applies at this tier, alongside Odisha’s own state sponsorship of the national programme itself.
Level 2: Railway, Army and other Armed Forces sports quota, which carry hockey-specific recruitment norms set separately for men’s and women’s teams. The Hockey India League sits alongside as a real but currently financially unsettled additional income layer for players who make a franchise squad.
Level 3: Coaching (state and district hockey coaching roles, NCOE and academy coaching positions), and physical education teaching with a hockey specialisation. Roles within the Hockey Association of Odisha or other state associations have also grown substantially alongside the sport’s own state-level investment.
Level 4: Government exams. A player who kept academic pace through school and NIOS holds the same foundation this series describes for SSC CGL, banking and state PSC exams as any other sport’s Level 4 track.
Level 5: Sports administration, event management (Odisha’s own hosting of multiple FIH World Cups has created event-operations experience and roles) and the general professional-soft-skills track this series describes for athletes who move fully outside sport.

What to Do This Week
- Find the nearest SAI hockey NCOE, High Performance Hockey Centre or a Tata Trusts programme location, if in or near Jharkhand or Odisha. Search "SAI hockey NCOE [your state]" and check Hockey India's own website for the assessment-camp calendar.
- If your daughter is a serious hockey player, research the NCAA women's field hockey route. The scholarship structure exists for women in a way it does not for men in this sport; a Junior Nationals or state-senior record is the credential that matters.
- Track the Railway sports quota's hockey-specific recruitment norms directly at a Railway Recruitment Cell's open advertisement notification.
